Default armor mixing

Instead of just buying all one kind of 15k armor, would it be smarter to mix with two types of armor? like 2 pieces of pyro and 2 pieces of hydro or something like that?

Actually, it doesn't matter too much for Ele armor. The +armor vs elements is locational and situational. So just get whatever looks best.

Ranger's +15 vs. certain element is Local to that peice of armor as far as I know - So changing armors while in certain areas is better than mixing.

I just stick with Druids the whole time though :\ - Because to really be effective with the other Ranger armors you have to have all of them (frostbound when in Shiverpeaks, Drakescale while in the fire areas..etc) - while Druids stays effective the whole time. With maxed out Expertise you can never really run outta energy by normal cuases.

For an elementalist, you might as well just pick whatever combination you think looks coolest. It's not like cold attacks tend to hit different locations from lightning ones or anything.

That's entirely subjective, so I can't really advise you on that... personally, I almost always mix-and-match my armor to get a less generic appearance, but I know some people hate the mismatched look.

For female elementalists, I generally like the pyromancer or geomancer leggings best, since they're a bit less RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOty. Hydromancer's has the best gloves and boots, IMO, and I dislike the geo and aero chest pieces 'cuz of the silly-looking rocks and lightning bolts. But that's just me.

edit: Oops! I forgot you were talking about 15k armor. I don't even know what that looks like, since all my elementalists are PVP characters.
